Town Council Meeting to Consider the Adoption of the Housing Element Update

The Corte Madera Town Council will hold a public hearing on Tuesday, June 20, 2023 at 6:30 PM for the consideration and possible adoption of amendments to the General Plan, including updates to the Housing Element and Safety Element. Public hearing notice HERE.

More information on the Housing Element Update

For the past year and a half, the Town of Corte Madera has been working on updating its Housing Element. As part of the current update, the Town needs to plan for the construction of more than 700 new homes. The Town is updating its existing Housing Element as required by state law for the 6th Cycle planning period covering 2023 – 2031. The Housing Element is required to be updated every eight years to address existing and projected housing needs for all economic segments of the Town. The Safety Element (comprised of Chapters 7 & 8 of the General Plan) is also being updated to comply with additional state legislation, which required local governments to revise their Safety Element to identify flood hazards and address the risk of fire hazards. 

In January 2023, the Town Council adopted a zoning ordinance amendment to implement the rezoning of the identified ten housing opportunity sites (comprised of 18 parcels) associated with the update to the Town of Corte Madera Housing Element (6th Cycle). The Town Council also adopted amendments to the Land Use Element of the General Plan and certified the Final Subsequent Environmental Impact Report (SEIR) prepared for the project.

Special Town Council Meeting

Special Town Council Meeting related to Housing Element Update

January 11th, 2023 at 6:30 pm

For the past 15 months the Town of Corte Madera has been working on updating its Housing Element. As part of the current update, the Town needs to plan for the construction of more than 700 new homes. In order to meet this requirement, the Town has identified ten housing opportunity sites comprised of 18 parcels where additional housing units would be allowed.  

 The Corte Madera Town Council will hold a public hearing at a special meeting on Wednesday, January 11, 2023 at 6:30 PM on a proposed ordinance to establish development standards for the identified ten housing opportunity sites associated with the update to the Town of Corte Madera Housing Element (6th Cycle, 2023 – 2031). The zoning ordinance amendments would implement the rezoning of the housing opportunity sites to allow for greater density and larger buildings consistent with the Town’s Draft Housing Element and its strategy to meet the Regional Housing Needs Allocation (RHNA). The Town is not developing housing on these sites, but rather is establishing the regulations that would apply to housing projects proposed by a private developer. The ordinance creates a new Housing Element Overlay District within Chapter 18.18 (Special Purpose Overlay Districts) of the Corte Madera Municipal Code (CMMC). The ordinance amendment also includes amendments to Chapter 18.04 (Definitions) of the CMMC.  The Town Council will also consider proposed amendments to the Land Use Element of the General Plan. The proposed amendments to the Land Use Element creates a new Mixed-Use Housing Element land use designation. Lastly, the Town Council will consider certification of the Final Subsequent Environmental Impact Report (Final SEIR) prepared for the project and making findings, including adopting a Mitigation Monitoring and Reporting Program.

For the past year, the Town of Corte Madera has been working on updating its Housing Element. As part of the current update, the Town needs to plan for the construction of more than 700 new homes. In order to meet this requirement, the Town has identified ten housing opportunity sites where additional new housing units would be allowed. The identified housing opportunity sites require increasing the existing residential densities.

The Corte Madera Planning Commission will hold a public hearing on Tuesday, December 13, 2022 at 7:00 pm on a proposed ordinance to establish development standards for the identified ten housing opportunity sites associated with the update to the Town of Corte Madera Housing Element (6th Cycle, 2023 – 2031). The zoning ordinance amendments would implement the rezoning of the housing sites to allow for greater density and larger buildings consistent with the Town’s Draft Housing Element and its strategy to meet the Regional Housing Needs Allocation (RHNA). The ordinance amendment will establish the development standards for the identified housing opportunity sites, including the residential density, maximum building height, required setbacks, parking standards, and landscaping requirements. The Planning Commission will also consider proposed amendments to the Land Use Element of the General Plan and the environmental document prepared for the project (Final Subsequent Environmental Impact Report). The Planning Commission will be making a recommendation to the Town Council on the project.
